Congressional Advisory Panel to Assess Domestic Response Capabilities for Terrorism Involving Weapons of Mass Destruction (also known as The Gilmore Commission)
The Advisory Panel met to assess the capabilities for responding to terrorist incidents in the U.S. homeland involving weapons of mass destruction. This was the Commission’s last working meeting The fifth and final Report was released December 15, 2003.

Gilmore moderated a panel on Tuesday, March 4 on "Corporate Resources for Homeland Security.: He was the Keynote Speaker on Wednesday, March 5, addressing the general session on "State and Local Security and Disaster Response." Over 1,200 corporate executives and government officials attended this premier event in 2003 on homeland security.
